New York IRS Tax Lien Data Methodology
Understanding how we source, verify, and analyze New York IRS tax lien data helps you trust the intelligence we provide. This page documents our data collection processes, verification standards, update frequencies, and the limitations of our analysis.
New York presents unique data challenges due to its size (62 counties), the concentration of liens in NYC (where filings go through the centralized ACRIS system), and the volume of high-dollar liens that require more careful verification. Our methodology is designed to provide accurate, timely data while clearly communicating confidence levels.
Public Records Sources
Our New York data comes from a combination of state-level filings, county clerk offices, and federal IRS publications. Each source is verified and cross-referenced to ensure accuracy.

NYC ACRIS System
The Automated City Register Information System (ACRIS) is the centralized recording system for all five NYC boroughs. It provides real-time access to federal tax lien filings and releases, making NYC data particularly reliable.
What ACRIS Captures
- Notice of Federal Tax Lien (NFTL): Initial lien filings showing taxpayer name, address, and amount owed
- Certificate of Release: When liens are fully paid or otherwise released
- Certificate of Discharge: When specific property is released from a lien
- Certificate of Subordination: When lien priority is modified
- Refiled Liens: When liens are extended before the 10-year statute expiration

Data Verification Process
Raw public records data requires verification before publication. Our multi-step process ensures accuracy while maintaining timeliness:
Automated Collection
Scripts pull new filings from county clerk systems and ACRIS daily. Data is normalized to a consistent format including taxpayer type (individual vs. business), amount ranges, and geographic codes.
Duplicate Detection
Federal tax liens may be filed in multiple counties if a taxpayer owns property in multiple jurisdictions. Our system identifies and consolidates duplicate filings to avoid double-counting in aggregate statistics.
Cross-Reference Check
County totals are cross-referenced against NY Department of State filings and IRS state-level statistics where available. Discrepancies over 5% trigger manual review.
Outlier Analysis
Liens over $500,000 are flagged for manual verification. We confirm these high-value liens are correctly categorized and not data entry errors.
Publication
Verified data is published to our site with confidence level indicators. High-confidence data from direct public records is clearly distinguished from derived estimates.
Confidence Level Definitions
Direct Public Record Match
Data comes directly from a primary source (county clerk, ACRIS) and has been verified within 30 days. Used for lien counts, filing dates, and amounts where exact figures are available.
Aggregated From Multiple Sources
Data combines multiple sources or requires calculation. Estimated ranges are provided rather than exact figures. Used for industry breakdowns, year-over-year trends, and counties with partial data access.
Calculated From Related Data Points
Data is extrapolated using statistical methods from related data points. Used for counties without direct data access, demographic breakdowns, and predictive statistics. Clearly labeled as estimates.
Known Limitations
Upstate Coverage Gaps
50 of New York's 62 counties are not directly tracked. While these represent only 6% of the state population, some rural and small metro counties may have different lien characteristics than our covered areas.
Lag Time for Releases
Lien releases may be recorded 2-8 weeks after actual payment. Our "active lien" counts may include some liens that have been paid but not yet officially released.
Business Entity Complexity
Business tax liens may be filed under multiple related entities. Our duplicate detection may not catch all related filings for complex corporate structures.
IRS Data Lag
National IRS statistics (OIC rates, collection intensity) are typically 12-18 months behind current activity. We note publication dates for all IRS-sourced data.
